Potiomkin-Tavrichesky against a background of half-unrolled scroll with an inscription "ВОЗВРАТ РУССКИХ ЗЕМЕЛЬ МЕЖДУ ЮЖНЫМ БУГОМ И ДНЕСТРОМ" (Return of the Russian lands between the South Bug and the Dniester) in Russian and the Russian Empire Emblem. A circling inscription "генерал-фельдмаршал ПОТЁМКИН-ТАВРИЧЕСКИЙ Г.А." (General-Field-Marshal G.A. Potiomkin-Tavrichesky) in Russian is at the top along the edging.
